UK's Role and Progress
The UK Climate Change Act 2008 set a more ambitious target in 2019, to reduce greenhouse gas emissions by 78% by 2035 compared to the 1990 level and reaching net zero by 2050 (Scotland by 2045).
The UK’s Climate Change Committee (CCC), an independent statutory body, provides advance Carbon Budgets to help the UK set and meet key milestones towards the 2050 goal.
We are currently working in the 4th Carbon Budget (2023-2027), agreed by Government in June 2011, with budgets 5, 6 and 7 (2028-2042) developed, setting a new pathway to a decarbonised UK. It raised that emissions must be reduced by 87% by 2040.
The CCC unveiled it’s 2025 Net Zero Progress Report at the Climate Innovation Forum on 25th June 2025, during London Climate Action Week.
Key Themes for Sustainability and Implications
Materiality and Accountability – Sustainability goals, practices and information must be relevant to primary users and reflect significant risks or opportunities that the organisation faces.
Integration – The sustainability ambitions must be embedded across strategy, operations and governance, rather than siloed to areas of interest or knowledge.
Local Flexibility and National Alignment – organisations are encouraged to tailor climate strategies to local contexts while contributing to national targets.
Funding and Capacity Building – Multi-year funding, regulatory reform and skills development are critical enablers to effectively deliver climate sustainability goals, within financial, knowledge and resource constraints.
