Steen Gourlay (BA, CIPFA, ILM, Association of Accounting Technicians)

Steen has been one of TIAA’s specialised Audit Managers since 2014. Steen is innovative and dependable bringing more than two decades of experience in strengthening assurance and risk mitigation for our clients.

At TIAA, Steen uses his skills to manage and grow a portfolio of clients across a variety of public sector organisations. He leads and supports a team of specialist auditors, planning and delivering audit assignments across a range of subject areas through risk and systems based methodologies and value-for-money audits.

Steen is responsible for developing and successfully delivering audit plans for his clients and supporting the work of external auditors. Steen is a member of TIAA’s technical forum and developed our approach to audit of learner numbers.

Career Highlights

• Leading the internal audit work that led to recovery of over £1.3m following an investigation into alleged fraud.
• Improving project management structures to ensure a time management system was delivered on time and to budget.
• Developing an audit programme to review the delivery of a client’s property maintenance and cleaning functions focussing on the development of the specification, delivery of the contract requirements, audit and inspection regimes, management of performance and taking action in respect of poor performance, control of variations to contract, setting and monitoring of key performance indicators, management of payments and budgetary control and dealing with and actioning complaints.
• Developing a procure-to-pay system, an online ‘Request for Quote’, tender process and internal product catalogue at a client. Steen has used the experience and insight gained to support a number of clients to develop their Procurement Strategies, in particular relation to category management.
